NZ Product Compliance Requirements for Importers

RCM for Electronics

Electronics and electrical products sold in NZ and AU must carry the RCM (Regulatory Compliance Mark). We identify factories that can provide the necessary test reports and certifications, or work with accredited test labs to obtain RCM for your product.

MPI Biosecurity

Wood, natural fibres, leather, bamboo, and down all carry MPI biosecurity requirements when entering New Zealand. We flag these at the sourcing stage and coordinate treatment certificates and ATF clearance before goods ship.

Product Safety Standards

Children’s products, toys, and certain consumer goods must meet specific safety standards under NZ product safety regulations. We verify applicable standards during factory selection and quality control.

Product Compliance for NZ Importers — What You Need to Know

New Zealand has a layered compliance landscape for imported consumer products. The requirements that apply to your goods depend on what they are, what they're made of, and who's buying them. Most NZ importers encounter compliance issues at one of two points: the border (when MPI or Customs flags a shipment) or the marketplace (when a product is found to be non-compliant after sale). Both are expensive. Both are preventable.

RCM (Regulatory Compliance Mark) for Electronics

The RCM mark is required for all electrical and electronic products sold in Australia and New Zealand. It demonstrates compliance with both electrical safety standards and electromagnetic compatibility (EMC) requirements. Products without RCM cannot legally be sold in NZ.

For electronics importers, this means: the factory or a testing lab must produce test reports to the relevant Australian/New Zealand standards; the product must be registered on the RCM Database; and the RCM mark must appear on the product and packaging.

Epic Sourcing identifies Chinese factories with existing RCM test reports for standard electronics categories, or works with accredited test labs (in China or NZ) to obtain test reports for custom electronics products.

MPI Biosecurity Requirements

New Zealand's biosecurity system is among the strictest in the world. Products containing organic or biological materials must comply with MPI requirements before entry. High-risk categories include: solid timber and wood products (fumigation certificate and ISPM 15 marking required); bamboo, natural rattan, and other plant materials; leather and animal products; wool, down, and natural fibres; seeds, soil, and plant material in any form.

Goods that arrive without the correct treatment certificates and documentation can be seized, treated at the importer's cost, re-exported, or destroyed. Epic Sourcing coordinates treatment documentation with Chinese and Vietnamese factories before goods are loaded.

Consumer Product Safety Standards

The Consumer Guarantees Act requires that products sold in NZ be safe and fit for their intended purpose. For certain categories, specific mandatory safety standards apply:

  • Children's toys and products — AS/NZS 8124 series and specific hazard requirements
  • Cribs and nursery furniture — specific dimensional and safety standards
  • Sunglasses — AS/NZS 1067
  • Bicycle helmets — NZS 8600
  • Flammability requirements for upholstered furniture and textiles

Labelling Requirements

Country of Origin: Consumer goods sold in NZ must accurately state their country of origin under the Fair Trading Act. Misrepresentation is an offence.

Clothing Care Labels: Clothing sold in NZ and Australia must be labelled per AS/NZS 1957 — the standard for care labelling. Labels must include fibre content and care instructions with the correct symbols.

Food Contact Materials: If your product comes into contact with food, additional requirements apply regarding materials and any migration testing.

NZ Customs and Tariff Classification

Correct tariff classification matters for two reasons: it determines the duty rate payable, and it identifies whether any import licences, permits, or restrictions apply to your product. Misclassification — even accidental — can result in back-payments of duty and potential penalties.
